Heritage Protection and Energy Transition — a Contradiction?
Many owners of listed buildings believe that energy renovation is barely possible for them. Too strict the regulations, too great the restrictions. But that's not true.
In Germany, around 1.2 million buildings are listed as heritage sites. These buildings must also contribute to the energy transition — and legislators have created special regulations and funding programs for this.
💡 Fact: The GModG (formerly GEG) explicitly grants listed buildings exceptions from certain requirements — such as the obligation to add insulation when building components are modified.
What Is Listed as Heritage?
Not every old building is a heritage site. There are different protection categories:
Individual Monument
The building itself is protected — inside and/or outside. Every change needs approval from the heritage authority. Strictest category.
Ensemble Protection
Not the individual building, but the streetscape is protected. External appearance must be preserved, but you're freer inside.
Conservation Area
Municipal ordinance protects the townscape. Less strict than heritage listing, but facade changes may require approval.
Which Measures Are Allowed?
The good news: For almost every listed building, there are suitable measures. Here's an overview:
Interior Insulation
— Usually possible4–8 cm capillary-active materials (calcium silicate, wood fiber). Doesn't change the facade. U-value improvement of 50–70%.
Roof Insulation
— Almost always possibleBetween-rafter and under-rafter insulation doesn't change the external appearance. 16–24 cm mineral wool or wood fiber.
Basement Ceiling Insulation
— Always possibleApplied from below, not visible, no approval needed. 8–12 cm, often the simplest measure.
Windows
— Case by caseHistoric appearance must be preserved. Options: box-type windows with modern inner pane, heritage windows with insulating glass in historic divisions. Consultation with heritage authority is essential.
Heating Replacement
— Generally unrestrictedThe heating system is rarely heritage-relevant. Heat pump, pellets, or gas hybrid — usually possible without approval. Only outdoor units can be problematic in visible areas.
Ventilation System
— Decentralized usually possibleDecentralized units with small core holes (Ø 16 cm) are feasible even with heritage protection. Core holes preferred on the rear of the building.
Interior Insulation: The Solution for Heritage Facades
When the facade cannot be changed, interior insulation is the most important measure. However, it requires careful planning, as incorrect execution can lead to moisture damage.
- MaterialsCalcium silicate boards (capillary-active, mold-inhibiting), wood fiber boards, mineral foam. Never use vapor-tight materials like XPS or EPS!
- Thickness4–8 cm is typical. More isn't always better — with interior insulation, the dew point shifts into the wall. The optimal thickness must be calculated using building physics.
- Costs€80–150/m² including installation, depending on material and substrate. For a typical old building with 120 m² exterior wall area: €9,600–18,000.
- EffectU-value improvement from approx. 1.5 W/(m²K) to 0.5–0.7 W/(m²K). Heating cost savings of 15–25% from the wall area alone.
⚠️ Important: Interior insulation always requires a building physics calculation (Glaser method or hygrothermal simulation). Without this calculation, you risk condensation within the construction.
Special Subsidies for Heritage Buildings
Listed buildings receive special funding conditions — both through BEG and tax benefits:
KfW Efficiency House Heritage
Separate efficiency house tier with reduced requirements. Eligible costs up to €150,000 per unit. Repayment bonus up to 5%.
BEG Individual Measures
Same rates as other buildings: 15% base + 5% iSFP bonus. Interior insulation and heritage windows are eligible.
Heritage Depreciation (§7i/7h EStG)
In addition to §35c: owners of listed buildings can depreciate 100% of renovation costs over 12 years (9% × 8 years + 7% × 4 years). Also applies to rented heritage properties.

Make early contact. The heritage authority advises what's possible — often more than expected.

Informal or formal application with description of planned measures, materials, and execution details.

Processing time 4–12 weeks depending on authority. Only start work after approval!

Only commission specialist companies with heritage experience. Document material choices and execution.
- 6Acceptance and certification
Heritage authority confirms heritage-compliant execution. Certificate needed for heritage depreciation and subsidies.
Common Pitfalls
Starting Without Approval
Renovating without approval risks demolition orders and fines. Also forfeits the claim to heritage depreciation.
Using Wrong Materials
Vapor-tight insulation materials (polystyrene, XPS) for interior insulation can lead to moisture accumulation. Only use diffusion-open, capillary-active materials in heritage buildings.
Ignoring Building Physics
Historic buildings have different moisture regimes than modern constructions. Every measure must be verified through building physics — otherwise you trade an energy problem for a moisture problem.
Involving Specialists Too Late
Energy consultants and heritage authorities should be involved from the start — not after the contractor has already been booked.
